What Stability Means

Retirement Lists uses World Bank indicator `PV.EST`, Political Stability and Absence of Violence/Terrorism.

The World Bank describes its governance indicators as composite measures built from underlying perception sources, including surveys and expert assessments. The Stability observation is broader country context about the indicator’s stated governance dimension. It is not an account of every event or condition within the country.

It must not be interpreted as:

• a city crime measure;
• a neighborhood-safety measure;
• a travel warning;
• a prediction of conflict or terrorism;
• a measure of property-specific risk; or
• an overall Safety score.

The frozen source record preserves several World Bank fields when present.

The workbook sheet used by this frozen artifact does not supply a percentile-rank field. Retirement Lists performs no percentile conversion.

The source-provided 0–100 governance score must therefore be labeled as an absolute governance score, not a percentile, percentile rank, or statement that a country performed better than a stated percentage of countries.

Governance estimates are not exact measurements. The standard error and 90% bounds communicate uncertainty around the estimate.

A visible difference between two source values should not automatically be treated as a meaningful difference, especially when their uncertainty ranges overlap. Retirement Lists does not use Stability for Compare or rankings.

The number of contributing sources can help describe the evidence behind an observation, but it is not a quality grade and does not remove uncertainty.

Coverage of all 29 catalog country codes means each represented country has a valid mapped observation in this frozen artifact. It does not mean every city has independently measured city-level Stability evidence.

Cities in the same country may show the same country context because the source grain is national. That value cannot describe local differences among cities or neighborhoods.

The data year describes the observation. The asset and catalog update dates describe the World Bank files and metadata. The retrieval and review dates describe Retirement Lists’ frozen evidence process. None proves that current conditions remain unchanged.

Stability is contextual information only. It is not combined with violent crime, property crime, local risk, or another measure to create an overall Safety score.

The former overall-safety fallback has been removed. A Stability value must never inherit or substitute an overall Safety value.

A valid source estimate of zero is an available observation and remains zero. It must not be converted into unavailable or treated as inherently neutral.

An observation is unavailable when the country is missing, unmapped, mismatched, or supported by a nonnumeric or otherwise invalid source value.

The frozen artifact has valid observations for all 29 catalog country codes, but the fail-closed rule still applies if a future mapping or observation is missing or invalid.

This country observation cannot prove:

• current safety in a city or neighborhood;
• current political or security conditions;
• the likelihood, location, or timing of conflict or terrorism;
• crime exposure;
• property-level risk;
• infrastructure or emergency readiness;
• travel safety;
• insurance availability or cost;
• personal safety; or
• whether a destination is suitable for a particular person.

Country-level governance context can conceal substantial regional and local differences. Historical source evidence cannot predict a future event or replace current official travel and security guidance.

Retirement Lists is a broader retirement decision platform. Destination evidence is one branch, and Stability is one limited country-context observation within it.

Before relying on Stability in a retirement or travel decision:

• Check current official travel and security guidance for the country and region.
• Review current national, regional, and local government information.
• Investigate the specific city and neighborhood rather than treating a country value as local evidence.
• Check current news and emergency information from credible sources.
• Confirm residency, insurance, healthcare, transportation, and emergency-planning considerations separately.
• Consider personal circumstances and obtain qualified professional guidance where appropriate.
• Review the source year and uncertainty fields before interpreting the displayed observation.
